Apple just releases iOS 5 Beta 4 to developers. If you are an iOS paid developer, you can simply sign-in to iOS Dev Center to download iOS 5 Beta 4 release.

iOS 5 will be available for public this fall, probably released along with iPhone 5 launch.

For non-developer with UDID registered, you can find iOS 5 Beta 4 IPSW files from Google search.
